Yep, you are engaging in both types of discrimination (national origin and citizenship status).  When you ask new hires to fill out the I-9, you must do so for all new hires.  Also, you must treat all new hires in the same way when verifying work eligibility, regardless of whether they are immigrants or member of a particular nationality.
